Lawyer and Manager for regulations and operational management in Offshore Norge working with operators and suppliers on the NCS advising on HSE regulations, decommissioning, subsea assets and operations. Responsible for the Offshore Norge Marginal subsea tie-back field development project.
Thorough experience with over 15 years in the energy industry with legal counselling, commercial negotiations, regulatory development, leading contract negotiations, strategy work, project management, digitalisation, change management, M&A, leading gas sales tenders, analysis and studies, and infrastructure projects.
Master’s degree in Law and bachelor's degree in Business Administration.

Over forty years' experience in the O&G industry working initially for one of the major contractors on various types of the projects and roles. The last 17 years have worked for a couple of operators with the main focus being on project management and decommissioning. Have been leader for Offshore Norge's decommissioning network for at least the last ten years. Have been a decommissioning advisor to Offshore Norge for the last couple of years.

Kåre Anthonsen has a diverse background with extensive experience from maritime and offshore industry. After a period of working towards Decom projects in the North Sea basis, he has spent the last 6-7 years developing a new generation liftboat for the Offshore Wind industry, before joining Norwep in Sept 2025.

Bill brings nearly three decades of experience in the commercial diving industry. He began his career as an air and saturation diver, working across a wide range of inshore and offshore projects, and progressed through key topside roles including project engineer and project manager.

After moving out of the water, Bill served 12 years with the UK’s Health & Safety Executive, where he investigated diving fatalities and high-potential incidents and contributed as a decommissioning specialist. Since joining IMCA in 2021, he has continued to play a central role in supporting industry safety, standards, and technical excellence.

Bill holds a BSc (Hons) in Geography, an MSc in Marine Resource Management, and an MSc (Distinction) in Decommissioning, and was formerly a chartered member of IMarEST.

Rolf Røssland has been Managing Director for NUI AS since 2014.
NUI is a Company that provides the subsea industry with a great diversity of products and services, ranging from advanced research, hyperbaric contingency and performance testing to engineering, training, consultancy services and pressure/equipment testing.
Rolf Røssland has more than 40 years’ experience from the offshore industry, mainly within Diving, Underwater Operations, Safety Training and HSEQ.
He has held several positions such as Diver, Diving supervisor, Consultant, HSEQ Director and Managing Director.
Having an operational background the main-focus has been, and still are, to participate in the Industries work to perform safe and effective operations. He is a frequently speaker and a member of the GCE Ocean Technology Board, The UTC Council, Vice Chairman in IMCA Europe & African Committee and member of the Program Committee for The Bergen International Diving Seminar.

Anne-Mette Jørgensen is an independent consultant with more than 25 years of experience in managing high-impact, multi-stakeholder projects on sustainability-related issues. Since 2008, she has been focusing on the question of how to create a positive relationship between the energy transition, man-made structures and the North Sea ecosystem. As a former programme manager of the Living North Sea Initiative (LiNSI), co-founder of North Sea Futures and long-standing involvement in the North Sea Energy Program and the Dutch North Sea Forum, she has a unique overview of contents, strategic policy issues and stakeholder positions regarding developments across the North Sea. Currently, she is leading a Dutch stakeholder coalition on nature-friendly decommissioning looking into ecological and legal issues regarding decommissioning of oil and gas and offshore wind infrastructure. She has co-authored several scientific publications on this topic.

Graeme Fergusson joined AF Offshore Decom in 2022 and has held the position of Commercial Director ever since, where he’s responsible for business development, tenders & contracts, as well as all new initiatives, including the recent establishment of the Joint Venture with Three60 Energy.

Graeme has been involved in the oil & gas industry for over 20 years and specifically decommissioning for over a decade, both on the operator and contractor sides of the fence in Senior Leadership roles.

Dr Francis Norman is the CEO and Managing Director of CODA, the Centre Of Decommissioning Australia, Australia’s peak body for the decommissioning industry. With over 45 years in the resources industry and leading CODA for the past five years, Francis has a deep understanding of the needs and opportunities associated with the industry in Australia.

Frank Ludvigsen holds a master degree from the University in Oslo. He has worked within the subsea- and decommissioning industry the last two decades in various commercial roles focussing on seabed intervention and subsea cutting.

Frank is one of the owners in Scanmudring and is titled as Global Business Development Director. Prior to joining the subsea- and decommissioning industry he has worked in the M&A sector in the US with focus on oil & gas.

Sr. Project Manager involved for almost two decades in decommissioning projects of numerous offshore platforms all over the world – predominantly for the full EPRD Scope of Work.

Inge Bjørkevoll have more than 30 years of experience in the O&G industry mainly related to different roles in a variety of different Projects including Decom projects. Today, the focus is on the Balder Decommissioning project where he is the Project Manager. He has worked for Equinor, ExxonMobil and currently work for Vår Energi

In his professional life, Andries brings an impressive 34 years of Project Management experience in offshore Oil and Gas industry. For the last 12 years he works with Heerema Marine Contractors in Leiden, in The Netherlands. Of which the last 7 years, he is Project Director of the Business Line Decomissioning. In this position he is accountable for delivering the global decommissioning portfolio of Heerema projects under contract, through his project teams. During his current leadership an impressive average of 75,000 mT/annually of offshore facilities were safely and predictable removed. He is passionate on excelling the EPRD cycle too higher standards, and playing an important role to the recycling role of the offshore industry.
Prior his current employment he held various Senior Manager roles of amongst others, the position of Operations Director at SBM Offshore in Schiedam, but also held positions in Procurement, QHSE, Construction and Engineering at Stork Protech.
