The 2010 International Petroleum Tax conference program is designed to build upon the success of the 20th conference anniversary last year which attracted a record number of delegates. The organizing committee would like to welcome back as many of last years delegates as possible plus encourage many new faces for the first time.
The program outline will follow the pattern of recent conferences; Day 1 will focus on the wider energy landscape and fiscal context in Europe and beyond. Day 2 will cover in depth a range of topical fiscal issues that impact the NOCS.
We are delighted that Total has agreed to hold the opening address as the ‘Boardroom’ speaker. This is an excellent opportunity to hear Total’s view on the health of the upstream sector in Norway and beyond and the investment plans and ambitions of one of the world’s largest oil & gas companies. We are equally delighted to welcome the Minister of Finance Sigbjørn Johnsen who will give a presentation on Norwegian petroleum tax policies. To follow we are particularly pleased this year to have secured complimentary presentations from the Chief Economists of both BP and Statoil. This will provide delegates with a topical review of current trends in global oil and gas markets.
One of the themes of the 2010 conference is to continue our review of the fiscal terms in leading upstream basins in Europe and beyond. This year we are pleased to offer reviews of the fiscal regimes in Brazil, Netherlands, Poland and the UK. The latter is particularly topical given the recent change of Government and a significant number of fiscal incentives introduced in recent years. Recent deep water exploration success in Brazil has precipitated a review of the fiscal framework creating considerable uncertainty for investors. Later in the program on day one we are also pleased to have a review of comparative trends in upstream oil & gas taxation from Rystad Energy based here in Norway.
On day 2 we plan to commence the morning session with a presentation on fiscal issues by Aleksander Grydeland from the perhaps less familiar perspective of a leading service company (Aker Group). This will be followed by a presentation by Prof. Noreng on stranded resources close to existing infrastructure. As the next item of the agenda we are pleased to welcome the head of the Extractive Industries Transparency Initiative (EITI) based in Oslo to address the committee on the work of his organization and their ambitions for driving greater transparency of fiscal reporting. Norway is the first OECD country to report under the EITI template which could soon represent the ‘gold standard’ of mandatory reporting across a wider population of countries both in and beyond the OECD.
We will also, commencing by mid morning, delve into the familiar review of topical fiscal issues impacting the Norwegian sector in more detail

Cancellations:
Cancellations must be received in writing by 25th October 2010 and will be subject
to a cancellation fee NOK 900,- (plus 25% vat) unless a substitute delegate is offered.
After this date, the full registration fee will apply, however, substitutions will still be accepted. Substitutions for registered delegates may be made at any time, but we would appreciate prior notification.
Conference paper:
Presentations from the conference will be available on Internet after end of conference. Delegates will be informed when available by e-mail.
Programme changes:
It is sometimes necessary to change timing of the programme. The conference organiser will not be liable for any such unavoidable changes.
